Abdullaahi Lugbur�s Administration, Illegal Nomination Thrives & So is Corruption. By Abdullaahi Khalif Gariille
Almost three months ago, Somali regional parliamentarians in Ogadenia enthusiastically made decision in what seemingly appeared to have been an expression of a general desire to look up to one over-arching authority vested in Mr. Abdullahi Hassan Lugbur to rule them with mandates unsurpassed by previous authorities on the Ogadenian Political scene.

In an unusual twist of logic, many Somalis in Ogadenia wished him well, even though Mr. Lugbur was not known of strong personality in the past, they were convinced to accept him into power on the assumption that his presence in the top post conferred a reassuring sense of order and direction on a fractious state struggling to recover from corruption and mismanagement.

Noticeably weedy, Lugbur wasted no time in disproving the notion that he would transform himself into a respectable and strong leader. Instead, he has adopted a weaker posture toward the people who he thought would want his job and at times, nominating members from other regions to rule locations in which they never resided; as in the case of Mira-Godey (west Godey project). Lugbur, obsessed with his personal security and safety, has been working actively to seek popularity within the people he thought were threat to him and his position of power.

Analysts, who have watched Ogadenia closely, believe that would be harder to achieve than contemplating. With mounting political instability and nominating from outside, Lugbur has attracted lots of resentments amongst the largest and most productive areas in the state.

With nothing to show for his first three months as president of the state except more confusion, mismanagement, corruption and illegal nominations, Lugbur recently increased the number of the state employed. This outreach by Lugbur, must have come apparently to confuse the people of the state even more, as there are growing indications that his government has lost legitimacy within the people for his (Lugbur�s) failure to implement some form of security restructuring that would have been central to the construction of the state.

Despite Lugbur�s plan to nominate director for the Mira-Godey (west Godey project) from outside, the locals are well prepared this time to resist any stranger to run the dam, and by doing so, he is openly allowing more disruptions to take place. Lugbur needs to know that the days of nominating from outside are long gone, the idea of federalism teaches us to let each community rule themselves. However, instead of implementing good governance, the stark reality is that Lugbur has been unable to even reform the state-owned Public Corporations. The Corporations are not only unreformed, but are mired in debt, and run by incompetent apparatchik, many of whom are grossly corrupt.

Meanwhile, amid the erosion of public confidence in his government, Lugbur continues to be preoccupied with his personal security and safety. He thinks the only way to save his post is by the nomination of those he perceives �threat� to govern localities they have nothing to do with. Amid the absolute lost of his Government's moral sway, Lugbur is undoubtedly causing tremendous grief for the people of the most productive areas in the state as the situation of Ogadenia falls behind the rest of Ethiopia once again.
