President Mwai Kibaki has unveiled his new-look Cabinet. The President said the new cabinet must work as a team and pull together in the same direction in order to serve Kenyans more effectively.
Kibaki retained Moody Awori as his Vice President, while Raphael Tuju takes over the Ministry of Foreign Affairs. Martha Karua was appointed new Justice and Constitutional Affairs minister and Kiraitu Murungi was moved to the Ministry of Energy. Former Ministers Chris Murungaru, Raila Odinga, Najib Balala, Kalonzo Musyokaand Linah Kilimo have been dropped from the Cabinet.
In televised address to the nation, the President said over the last two weeks he had consulted widely in an effort to reconstitute a cabinet that is cohesive, balanced, efficient and better placed to deliver services to Kenyans. "As I stated earlier, the priority of my government is to achieve higher levels of economic growth and a broad based development for this country. This objective calls for a concerted action by a Government that is focused and committed to the common agenda, " Kibaki said.
He said he had also made necessary changes among the Permanent Secretaries,taking into account retirement and to introduce new talent into public service. "Towards this end, I am according high priority to integrity in the public service. I expect the new Ministers and Assistant Ministers to strictly adhere to a new code of conduct and a management accountability framework intended to enhance collective responsibility, ethics, accountability and results in government," he said.
Kibaki dissolved his entire cabinet on November 23, retaining only Vice President Moody Awori and Attorney General Amos Wako, who has security of tenure.In a speech delivered from State House, he said it was necessary to reorganisehis government in order to make it more cohesive and better able to serve the people of Kenya. The new-look Cabinet is also aimed at restoring donor confidence.
