Jijiga: Somali state Council conference concludes by endorsing several proclamations
The Third Regular Conference of the Somali state Council concluded here by endorsing several proclamations. The three-day conference unanimously passed decision for the implementation of the five-year peace, development and good governance plan as of this budget year.
The conference has also endorsed administrative framework for the state council cabinet and bilateral development cooperation agreement proclamations between the Somali and Oromia regional states.
Members of the conference have reached consensus that the bilateral agreement has significant importance as the two states share long boundary and the peoples have long-existing cultural, historical and economic ties.
The cooperation agreement focuses on security, justice and administration, rural development, capacity building. Offices in charge of coordinating the mutual development undertakings would be established in both states ,it was pointed out.
The proclamation is ratified to put into effect the mutual development cooperation document in which the presidents of the two states signed in Addis Ababa this April.
The conference has also ratified the proclamation enabling the Jijjiga municipality to change the mode of operation and establish new council led by its own Speaker.
According to the proclamation, the council, with popular representation would be led by a mayor and various sectoral heads.
The conference also approved 712,080,000 birr budget for the execution of projects to be undertaken in the state in the new fiscal year.
The state Finance and Economic Development Bureau Head, Ismael Ahmed indicated that the budget earmarked for this fiscal year exceeds that of last year by 200 million birr and some 25 million birr is set aside for urban development.
